2023 NFBTX State Convention

We are so glad to join Texas Adaptive Communication Devices Inc at the 2023 National Federation for the Blind of Texas State Convention!

We are here to make STAP more accessible to all of the conference attendees.

What is STAP?

STAP (Specialized Telecommunication Assistance Program) is a program to help differently-abled individuals access the phone.

Funds are collected by the Public Utility Commission as a tax on all cellphone bills. Texas HHSC handles the application process.

Do I qualify for a STAP voucher?

You qualify by:

  1. Living in Texas
  2. Being at least 5 years or older
  3. Having a visual impairment or are blind

How do I apply?

During the NFBTX Convention, we can help you apply at the Texas Adaptive Communication Devices booth.

Please bring proof of your Texas address with you. Examples of proof would be a State ID, your voters registration card, your lease, or a utility bill with your name and address.

What happens after I mail in my STAP application?

  1. Your application will go to the HHSC STAP office. It takes them about 6 months to process applications. You can check on your application by calling 512-438-4880 or 512-438-4835, or emailing dhhs.phones@hhs.texas.gov.
  2. You will receive a blue STAP voucher by mail. When you receive it, you will have 6 months to use it to purchase a phone or tablet. Just go to STAPtx.com and click “I have a voucher” to choose an item.
